This briefing for UNISON local government branches provides action points to help make sure that The Promise is kept within core frontline social work services.

UNISON’s children and families social work members fully support The Promise – the plan for reforming the care system for children set out by the Independent Care Review. However they are clear that without proper funding it will not be possible to deliver it within statutory social work.

Keeping the Promise the new report from UNISON Social Work Issues Group – based on a survey of social work members – says that to implement The Promise in the way that children and young people have asked for, we need:

• significant investment by the Scottish Government in core front-line statutory children and families social work services;

• investment in the workforce: staffing and caseloads in statutory social work teams must be at a level that enables relationship-based work with children and the workforce to be properly supported.

UNISON branches have an important part to play in this. This briefing sets out the practical actions that branches can take.
